Look at your electric bill and you’ll likely find a transmission and distribution charge, which pays for the power lines that reach your home. Few of us ask what that fee covers, or how our fee compares with a nearby factory’s or data center’s. As emerging tech complexes reshape how we build and pay for the grid, that answer is becoming less clear. Without a change to the status quo, the cost of powering the tech boom could be unfairly shifted onto existing customers.

Few federal programs have the bipartisan goodwill of the Natural Resources Conservation Service’s voluntary conservation programs for farmers, ranchers, and foresters. These programs help keep farmers farming while stewarding some of our country’s greatest assets: soil and water. They are also incredibly oversubscribed, with two-thirds to three-quarters of applicants turned away each year.

Over the last year, we have heard an increasingly confident claim about the arrival of enormous new electricity customers: large load can be good for rates. The theory is sound. A customer that brings hundreds of megawatts or several gigawatts of new demand can pay for infrastructure, contribute substantially to the fixed costs of the electric system, increase utilization of assets that customers have already paid for, and provide enough new revenue to reduce the amount that must be collected from everyone else.
