Conservative Groups Lay Out Transmission Policy Principles

A recent policy framework published by C3 Solutions, with the American Conservation Coalition, R Street, the Abundance Institute, Americans for Prosperity, and the Pacific Legal Foundation, was featured by RTO Insider.

“The impetus for transmission reform has largely been led by left to center groups,” R Street Policy Director Devin Hartman said in an interview. “It became a pretty partisan issue in the last half-decade in particular.”

Transmission policy became tied to Democrats’ efforts to expand renewable energy through policies such as the Inflation Reduction Act of 2022, which the party passed on reconciliation without Republican votes. Republicans then passed their own One Big Beautiful Bill Act in 2025 on reconciliation, eliminating many of the tax incentives for renewables, which Hartman said has helped make transmission policy more palatable to conservatives.
